Stack-On Tool Box is well made and very sturdy with plenty of room inside including the tool tray. I own two a 19 inch and 23 inch!!

This TB comes in three models (the difference is the color) PB-23, PR-23, PY-23, BLACK/GREY, RED, or YELLOW.
PROS: Very strong handle. A box this big is going to carry a very heavy load, the handle can stand up to it, other toolboxes in this price range can't.
Lockable: But the plastic could be cut with most any cutters around the lock shackle very easily. Still it prevents opening and stealing tools unless someone wants to make it obvious and cut the lock of (easily done). The lock hole will take a 3/16" lock shackle, a 1/4" would not fit through the hole.
EDIT: 1/4" shackle will fit, such as Master M4140.
Roomy: The tray is shallow, leaving one big space for lots of stuff.
Double Hasps: This divides the weight on each so it is unlikely to snap open while carrying.
Lightweight: Not super strong body, but easy to carry.

When I received this I noticed that one of the clasps were not riveted properly and is loose with quite a bit of play. I didn't want to deal with shipping it back. I am using this as a case for a road side kit that I pieced together myself. For my purpose this short fall will not matter much but if you were going to use it as a real tool box this would be a deal breaker. I will just fix it myself later. The box seems sturdy over all and has a nice amount of storage capacity with the tray separate and all. Overall all I think that it is a good buy assuming that the defect in mine was the exception.
